The QWR project has been designed to be delivered over three key phases.
The first step in the project was to understand the problem clearly. In October 2025, we published our literature review. This review brought together research on gender equity, workplace culture, and safety across male-dominated industries. It drew from academic studies, government data, industry reports, and industry surveys.
This evidence shapes the rest of the project.
We've partnered with four pilot worksites across Queensland’s construction, rail transport, and maritime industries.
At each site, we conducted an anonymous worker survey to better understand everyday experiences and identify opportunities for change. The survey focused on three key areas:
Access to more flexible rosters,
Workplace culture, and
Access to safe, properly resourced facilities, and equipment.
Workers shared valuable insights about what’s working well and where improvements are needed. Their voices are guiding how employers, unions, and workers can come together to build stronger, safer, and more inclusive workplaces for everyone.
We analysed the survey results and met with employers, health and safety representatives, union delegates, and frontline workers at each pilot site. Together, we developed tailored action plans focused on practical steps to improve workplace culture, flexibility, and safety.
Each action plan is unique, because every workplace is different. What unites them is the approach: collaborative, evidence-based, and focused on solutions that can be realistically implemented.
Building on these outcomes, we have also worked with an expert training consultant to develop a training and education package that will be rolled out in early 2026 to further support the pilot sites with this work.
We plan to finalise and deliver the first education modules in the early months of 2026, rolling out across the four pilot sites in quick succession. These are being designed specifically for each pilot site based on the evidence and what workers shared with us during consultation.
Training will be delivered by our Workplace Engagement Leads (Meet the Team here), who have firsthand experience in the sectors they work with. Their practical insights ensure the training is relevant, grounded, and responsive to real workplace conditions. This is not a box-ticking exercise. The QWR Project is about creating meaningful, lasting change, supporting workplaces to shift their culture from the inside out.
As the project concludes, we’ll conduct a process evaluation to capture key learnings and identify opportunities to strengthen the rollout of future, related initiatives.
The findings will be presented in our final evaluation report, complete with practical recommendations, and published here on our website to support ongoing collaboration and knowledge sharing across industries.
